Carmel Redevelopment Commission

The Carmel Redevelopment Commission (CRC) has a 20-year track record of partnering with developers and corporations to build transformative projects. The CRC master plans and funds Carmel’s redevelopment areas (City Center, Midtown, Arts & Design District, Proscenium) and incentivizes Carmel’s corporate campuses throughout the city with Tax Increment Financing (TIF) for garages or other infrastructure. Over the years, the CRC has developed and built The Center for the Performing Arts, which includes the Palladium, the Tarkington theater, Carter Green, Hotel Carmichael, and several parking garages.

The CRC provides its private partners the following advantages.

  • A Partner on the Inside: The CRC is a development team that works inside the City. The Commission’s staff include attorneys, engineers, planners and finance professionals that shepherd your project through the City processes.
  • Tax Increment Financing: The City of Carmel regularly provides Tax Increment Financing (TIF) to incentivize transformative projects. CRC staff will help you every step of the way, from TIF projection calculations to City Council approvals to bond closing. The Executive Director of the CRC and the developers often present projects to the City Council for approval together.
  • C Zoning: The CRC has special zoning that streamlines development to save developers (and their corporate tenants) time and money.
    First, C zoning is the City’s most flexible zoning and removes the need for extensive variances. It has no parking minimums and allows for zero-lot-lines and almost any mix of uses.
    Second, C zoning speeds up the ADLS approval process and has additional signage privileges not available in other zoning classifications.


About the Executive Director

Henry MestetskyHenry Mestetsky is the Director of Redevelopment for the City of Carmel and the Executive Director of the Carmel Redevelopment Commission (CRC). Henry has served in the role since November of 2017 and previously served the CRC as a Commissioner and Secretary for several years.

Before joining the City of Carmel full-time, Henry was one of the top associates at the law firm of Dentons Bingham Greenebaum. His diverse skill set included Real Estate, Lending, Mergers and Acquisitions, Bankruptcy, and certain litigation. Henry was selected as a SuperLawyers Rising Star for three years in a row, 2016-2018. He was a finalist in JA Indy’s Best and Brightest in 2018 and 2020 and listed on IBJ’s Forty Under Forty list in 2019.
