Carmel Center Apartments is a 323-unit project composed of 1- and 2-bedroom apartments and townhomes. The Carmel Redevelopment Commission partnered with AMLI Residential Properties on this project. The City worked with the developer to design the development around the future reflecting pool to provide a powerful backdrop for the Veterans Memorial.

AMLI Residential Properties invested $15 million in the acquisition and construction of this development, which is the first residential development in City Center, opening in August 2001. Carmel Center Apartments increased the assessed value of this parcel by 8,757%
