Carmel City Center Phase II


Carmel City Center Phase II is a $100 million project comprised of the Baldwin Chambers Building, Holland Playfair, The Kent, Pedcor Office 5, The Windsor, The Wren, the Veterans Way Garage, and Hamilton East and West, attached to the Veterans Way Garage.

Future commercial taxes from the project (TIF) were used to construct the free 735-space Veterans Way parking garage, beautiful streetscapes, public restrooms, and other public amenities.

The Carmel Redevelopment Commission partnered with Pedcor Companies to develop Carmel City Center Phase II.


Veterans Way Garage/Hamilton East and Hamilton West

Veterans Way Garage is a 735-space, 260,223 square-foot, free public parking garage that opened in September 2017.

This project was developed by the Carmel Redevelopment Commission and paid for by the future commercial taxes (TIF) generated by Carmel City Center Phase II developments.

Veterans Way Garage is wrapped by Hamilton East and Hamilton West. Hamilton East contains five two-story townhomes (6,825 square feet of residential) and 7,954 square feet of ground-floor commercial space. Construction of Hamilton East commenced in the summer of 2018 and was completed in the summer of 2019. Hamilton West contains 13,992 square feet of ground-floor commercial space. Construction of Hamilton West commenced in the summer of 2020 and was complete in 2021.

The Hamilton project activated the street level of the parking garage on all sides, integrating it into an urban neighborhood, and enhancing the pedestrian experience. The Carmel Redevelopment Commission partnered with Pedcor Companies to develop Hamilton East and Hamilton West.

Baldwin Chambers

Baldwin Chambers is a four-story, mixed-use building with approximately 64,000 square feet, that includes 26 apartments, retail, and office space. The construction of Baldwin Chambers completed in June 2018. The Carmel Redevelopment Commission partnered with Pedcor Companies to develop Baldwin Chambers and contributed to the sitework for this building.

Holland Playfair

Holland Playfair is five-story, mixed-use building with approximately 178,000 square feet, that includes 112 apartments and 63,000 square feet of retail and office space. Construction commenced in September 2019 and is expected to be complete in the summer of 2022. 

The Carmel Redevelopment Commission partnered with Pedcor Companies to develop Holland Playfair.

The Kent

The Kent is a three-story, 83-unit, 111,000 square foot apartment building. Construction commenced in summer 2018 and was completed in the summer of 2021. The Carmel Redevelopment Commission partnered with Pedcor Companies to develop The Kent.

The Windsor

The Windsor building will be a four-story, 62,000 square-foot, mixed-use building with 16,567 square feet of ground-floor commercial space and 36 residential units (45,446 square feet). Construction began in the spring of 2022 and is currently underway. The Carmel Redevelopment Commission is partnering with Pedcor Companies to develop The Windsor.



The Wren

The Wren will be a six-story, mixed-use building with approximately 160,769 square feet that will include 78 apartments (102,048 square feet of residential) and 58,721 square feet of commercial space. Construction on the Wren began in the summer 2020 and is currently underway. The Carmel Redevelopment Commission is partnering with Pedcor Companies to develop The Wren.
